Reclaiming NI - confused!

Hi there, not sure if this is in the right part of the forums or not, but it looked like the most likely place to put this...

Basically, I am very confused about claiming back my national insurance over the last tax year. As a student, I worked in a couple of jobs, and earned just over £7000 in the last tax year. On the HM revenue and customs website, it says that I only have to pay NI if I am earning over £149 a week. Well, for the vast majority of my earnings I was, in that most of it came from a summer job where my weekly pay was above that threshold. However, overall throughout the year if I took my annual earnings and divided them by 52 to get an average weekly salary, then I fall underneath the threshold, and as far as I can work out (please, correct me if I'm wrong as I might well be) anyone earning under £149 a week doesn't have to pay NI.

So can I claim it back? Is it simply a week on week thing, or is this 'weekly wage' limit just an average for the year? Or have I got completely the wrong end of the stick altogether?!
