HMRC withdraw my appeal

Don't' know if anybody can help me. Months ago, I sent in an appeal against the tax office recouping money from me as I felt that it wasn't my fault that the underpayment occurred. I received a letter acknowledging my appeal and that they would contact me when a hearing date was to be set.

Fast forward to today when I received a letter which states:
Dear xxxxx
Thjis letter is to advise the Tribunals Service that HMRC (the respondents) are withdrawing from the above appeal.

It will therefore not be necessary for the hearing before the First tear Tribunal (Tax) scheduled for 27 February in Ashford, Kent to go ahead.

I confirm that I have sent a copy of this letter to the Appellant today for her information.

There is NO explanation given as to the reason for withdrawal. Can anybody shed any light on this? Is it normal?

BTW I did not receive any letter advising me of the hearing date so if it has anything to do with my not responding, I can't respond to something I don't receive!

Thanks!
